Organization for Economic Cooperation and Development (OECD)

The OECD has published several works on nanotechnology development in the EU. Most notably, they published a paper listing nanomaterials of concern as they relate to human and environmental health. They are coordinating research projects to study the effects of various nanomaterials on human health. They have published numerous papers and sponsored various workshops around the world to discuss the opportunities and potential hazards presented by nano scale materials.

European Chemical Agency (EChA)

The EU is applying chemical control regulations to regulate engineered nano materials. Primarily, the regulations under the Registration, Evaluation, Authorization and Restriction of Chemical substances (REACH)

REACH  (http://echa.europa.eu/reach_en.asp ) does not yet regulate nanomaterials differently from normal scale chemicals. Yet, the same prohibitions, registrations, authorizations and the like are required for nano scale materials.

European Food Safety Authority (EFSA)

EFSA has responsibility of ensuring the food safety of Europe. Similar to the FDA in the US, EFSA issues regulations and standards to protect food. Nanotechnology is not specifically regulated but that may happen in the future if an increasing number of food products used or came in contact with nanotechnology (packaging). http://www.efsa.europa.eu/en/faqs/faqnanotechnology.htm

Nano pharmaceuticals have already been approved for sale throughout Europe.  As with the US FDA, the testing protocols that apply to normal scale drugs also apply to nano pharmaceuticals. The protocols are strict with respect to safety.
